The protection of pilot plots in South Province and North Province will provide us with information on the behavior of the floral procession of the sclerophyllous forest when the principal threats are excluded:

We first seek to better understand the incursions of wild and domestic herds and to propose adapted measures.

We also seek to combat untimely fires by installing firebreaks optimally designed to limit this hazard.

This will allow us to see the incidence of measures of protection on natural regeneration of the sclerophyllous forest and the dynamics of how it re-conquers space. Additionally, protection measures will be adapted case by case for each of the priority sites identified.

Plan for threat management

Elaborate a plan for fire management: The objective is not to simply fight untimely fires one by one, but also to be able to anticipate the risks of this hazard by organizing and putting in place a performing and adaptive system.
It appears that the public services are not well enough equipped to suitably manage the fires, notably by effective preventive measures. On the basis of reflections lead over the past years, we propose that an adapted prevention is organized by forming, for example, seasonal community competencies. Elaboration of incentive measures

The goal of this activity is to inverse the current trend, which is to exclusively promote agricultural exploitation on properties possessing key sites of dry forest. We seek to develop conservation incentives, such as reduction of the government’s property according to the surface area of protected dry forest. This would be a decisive measure, even if the current rate is not very high. This proposition reinforces the deliberation proposed by Mr. Cressens in 1998 on the limitation of clear-cutting by deliverance of an authorization.


Appropriate legislation


Statutory sanctions must gain efficiency in order to dissuade recurrence (arson, etc.). The North Province has already taken measures in this direction, measures upon which the South Province could base its own actions. A reflection must be lead with the vision of a statute on the land, taking into account the environment so that a homogeneous and rational management of the spaces will become reality, supported by laws which are nonexistent for the time being.
This program will have to be connected to the Environment Wing of the directing schema (art 211 of the organic law).
